sqlite3_prepare_v2 returns SQLITE_OK with a NULL statement handle when
the input contains no SQL. exec() already handled this; query() forwarded
the NULL handle to bind(), which crashed in sqlite3_clear_bindings(NULL).
Make query() skip NULL statements like exec() does, and make SQLiteRows
safe against a nil underlying statement so the empty-rows return value
does not crash.

The commit removes the use of runtime.SetFinalizer to finalize
SQLiteRows since only serves to close the associated SQLiteStmt which
already has a registered finalizer.
It also fixes a race and potential panic in SQLiteRows.Close around the
SQLiteRows.s field (*SQLiteStmt) which is accessed without a mutex being
held, but modified with it held (null'd out). Further the mutex we are
holding is that of the SQLiteStmt so a subsequent call to Close will
cause a panic sine it'll attempt to dereference a nil field. The fix
here is to add a mutex for closing to SQLiteRows.
Since we now also set the s field to nil when closing this commit
removes the "closed" field (since checking if s is nil is the same) and
also changes the type of "nc" (number of columns) to an int32 so that we
can pack the nc and cls fields, and add the close mutex without making
the struct any bigger.

This commit adds the SQLiteConn.FileControlInt() method which calls the
underlying sqlite3_file_control() function with an int argument. This can
be used for low-level operations on SQLite databases such as persisting
the WAL file after database close.
Selecting only some tests with go test -run=... does not work, because
some of the tests are executed using testing.RunTests(). That function
is documented as "an internal function". This changes TestSuite to use
the testing subtests feature instead.
This has a behaviour change: the benchmarks now need to be
selected at the command line with the standard go test -bench=.
flag. This will also set up the test database twice when running
benchmarks, rather than once.
Commit 4f7abea96e added a test that uses Conn.Raw, which was added in
Go >= 1.13. The go-sqlite3 project runs tests with Go >= 1.11. Remove
the test from sqlite3_test.go, so it only runs with the correct
versions of Go.
Instead of adding a new test, modify the existing test that already
uses Conn.Raw() to check the type of driverConn.

The SQLiteConn.RegisterAggregator implementation was defined in
sqlite3_trace.go file, which is guarded with a build constraint. This
change simply moves RegisterAggregator to the main sqlite3.go file,
and moves accompanying unit tests.
The rationale for this move is that it was not possible for downstream
using packages to use RegisterAggregator without also specifying (and
notifying the user) the 'trace' build tag.
